Unfortunately it is as long as it is for holiday pay going forward. In "at will" employment situation (i.e. there is no applicable union/employment contract), as long as your employer has not violated its own company policy or such action is the result of discrimination, it can set the terms of your employment and change them for no reason or any reason whatsoever; with or without notice.

Note: As for holiday or vacation pay that you have already earned, your employer needs to pay you for that (it can only change matters going forward).
