If I missed the court date assigned to claim restitution for the damages to my vehicle, can I reschedule?

Or do I have to make a civil suit at this point?

If the hearing was in fact held on that date, then you most likely would have to bring your own civil suit seeking damages. Typically, missing a court date means you miss out on the relief available that day. That said, there is no harm in contacting the court, explaining the situation (and hopefully having a *very* good excuse your absence--such as your or a loved one's hospitalization) and asking what the procedure is and whether the hearing could be re-scheduled, and how.
