What to do if I’m a landlord and my tenants want to move in another roommate and their dog?

I pay the water bill. Can I legally raise their rent to cover the cost of the higher water bill and pet damages and/or pet deposit?

Is there a written lease in place and does it prohibit pets or sublets?  Or if it does so allow does it give you the right to approve the sublet?  Leases govern the rights and obligations of the parties as does zoning laws and ordinances.  What is the maximum capacity for the apartment?  You are the landlord.  You need to take the lease to an attorney to review and to write a letter accordingly on your behalf.  Good luck.
