I put up a fence backing up to neighbor’s fence.

Yes, you have no right to be on their property or to use any part of their property, in the absence of a written license to use the property or an easement; the fact of occupancy and/or use does not convey any rights. If your fence is either on their land and/or connected/attached to their fence, they can require you to move your fence.
