No, you cannot sue the dealership for this. The legal obligation to have insurance is on the *owner* of the car, not the person or business (e.g. dealership) which sold the car. You can sue the person who hit you: the fact they do not have insurance does not mean that they are not liable or do not have to pay for your damage or loss--it just means that they would have to pay out of pocket, and do not have insurance to for them.
