Can a creditor call strangers with personal information?

I have a creditor that has been contacting people in my area giving my name and stating that it is in regards to check fraud. The creditor is calling everyone in the phone book with the same last name as one of my references giving out my name and stating that I am having legal actions against me for check fraud. I work in the medical field and may have a patients that are being contacted. Can they do this?

From what you have written it seems that this representative for a third party debt collection company could very well be engaging in unfair debt collection practices under federal and state law.
