If my sister recently moved in as a temporary guest, when does she technically become a tenant?

We want to get her out of our home ASAP, she is not trustworthy, nor a good house guest. She has been living with us rent or payment free and I’ve been babysitting for her as well for almost 2 weeks. Ive been trying to help her find other arrangements since day one but I am not sure of our rights if this gets ugly. She is taking advantage of our generosity, and is causing problems within our family dynamics.

Until your actual landlord places her on the presumed written lease for the unit you occupy or she becomes a a sub-tenant at your unit your sister remains as a guest and can be asked to leave the premises at any time and she would have no legal rights to remain. From what you have written, the sister very well should be asked to leave given the problems she is causing as you have written.
