You are working overseas and you resign your position, is employer responsible for bringing you home?

I resigned my position overseas and I paid for my transportation home, now my employer is taking my full last check to pay for the transportation for my replacement. Is that legal?

No, not unless you have an employment contract that obligates your employer to get you home. The fact is that most work relationships are "at will". This means that absent some form of actionable discrimnation, a company can set the conditions of employment much as it sees fit and deems appropriate.
