Why are newspapers allowed to print foreclosure legal notices?

It is a matter of public record and is not an invasion of privacy. Also, if it appears in the legal notices section of the newspaper, that is probably due to service of process by publication. If the whereabouts of a party being sued are unknown, the party can be served by publication. Service by publication is running the notice in the legal notices section of the newspaper for a period of time. The required period of time for the notice to run in the newspaper and to be effective service by publication varies from state to state. Even if the party being sued doesn't see the notice, it is still valid service by publication.
