A bus hits an illegally parked car. Two passengers on the bus claim injuries. Is
the illegally parked car at fault.

If your state has comparative negligence which determines a percentage of liability for each party at fault, both the bus company and the owner of the illegally parked car are liable for the bus passengers' injuries; however, the bus company is primarily liable because its bus hit a parked car.
