When to take legal steps against a landlord who has not paid a security deposit back?

In most states, including yours, I believe, the landlord has a month to return the deposit, or so much of it as is being returned, plus a statement or accounting of any deductions taken from it; therefore, the landlord has not done anything wrong yet. However, if the landlord does not return the deposit and/or provide the accounting in another two weeks, you could sue the landlord, such as in small claims court, where you could act as your own attorney, for the money.
