Turning yourself in is a good start but failure to appear is a serious charge.  Right now there is a warrant out for your arrest.

If you are serious about turning yourself in, the first thing that you need to do is get a criminal attorney local to the area where all of this happened.  His contacts with people in the prosecutor's office could be invaluable to you. He can find out the status of your case and may be able to time your surrender to coincide with a presiding judge who may be more lenient.  He will then get the warrant vacated and appear before a judge who will possibly allow bail but since you "fled" once before there's no guarantee.  You will then have to deal with the DUI charge;  not knowing what the exact charge is I can't say what the penalty for that might be.  And unless you have a compelling reason for your failure to appear you might have a seperate penalty for that.
