What is the statute of limitations for suing the person who rear-ended you and who did not have insurance?

The person took off before the police arrived but I was able to get picture of their driver licenses. I was

only out of pocket my deductible of $500. I would like to recoup that amount. What are my options?

The statute of limitations in your state for damage to personal property (anything you own, including a vehicle, which is not real estate is "personal property") is three years, which means that if this happened in the last, say, 12 months, you still have two years or more to sue.
