Civil demand demands are routinely made but rarely acted upon. As a practical matter, your chances of being sued are negligable. Accordingly, you can ignore this letter if you want. Just be aware that if you don't pay this first one you will get second, and for possibly an even higher amount. Again, you can choose ignore it. However, if at that point you decide to make payment, pay no more than the cost of the item (and possibly a few dollars over). And be sure to put this in a letter to them. Do not speak with them directly as these people are known for their intimidating and threatening tactics. Further, if you need to make a court appearance and choose to pay prior to that appearance, keep proof of the payment. The court may order restitution, so if you pay the amount requested in the civil demand letter, you can prove that no additional restitution is owed.
