My mother passed away 1yr. ago, how can I get the property changed over to my
brother. So the taxes for that year to be paid?

You need a new title to be issued in your brother's name... or you need a court order declaring the property to be that of your brother's through the probate process. Sometimes, affidavits of heirship are sufficient to resolve issues like this, but the effectiveness will depend on the value of the estate and any other potential debt obligations. You and your brother really should meet with a wills and trust attorney to see if an affidavit of heirship will suffice.... or if you will have to probate your mother's estate.
