If I have a non-compete with a former employer but they never signed the agreement, is it still enforceable even with the above wording?

If they gave you the agreement and you signed it, then yes, it is enforceable. An enforceable contract (which is what a non-compete is) requires offer and acceptance. If they gave you the agreement for you to sign, that was their offer; if you signed it, you showed you accepted it; that creates an enforceable contract.
