The answer really depends upon where you live, what kind of business you are starting up, and whether you will have employees.

Some cities require that you get a business license, even for at-home businesses. Some kinds of businesses require special licenses or permits. Zoning laws prevent certain types of businesses from operating in certain locations.

Forming a corporation, limited liability company, or partnership is a good idea for some businesses but not for others. You may need insurance for your business.

A good source of information is the Small Business Administration (www.sba.gov). You may also want to speak to a local attorney who represents small businesses.
