What do I do if a person hit my car but they refuse to speak with their insurer, which can’t authorize payment until they get a statement from them?

Insurance companies have a right to do their due diligence and get both sides of the story.  But, that right does not extend to holding off payment indefinitely.  Assuming you can provide the police report which should contain witness statements, the insurance company should already have a good idea of what happened.  

You should let the insurance company know the cost of storage and rental costs that you expect them to pay until your car is fixed.
