What a difficult situation for you and your sister, and for your parents as well I am sure.  The general answer to your question is no, you can not marry your sibling anywhere in the United States.  Once a family adopts a child the siblings are considered full siblings regardless of the adoption. What I would do is to check with an attorney in your state as to wether or not the statute prohibiting marriage between siblings specifically says "adopted" and then check local case law on the matter.  Good luck.
