I am so sorry for your loss.  Your issues with the distribution are complicated here and you need an attorney to help advise you under the laws of the state.  The Probate Judge is going to require a detailed affidavit on your attempts to locate here and you should consider a professional service if you have not already done so.  I am sure that that will be required to have her declared legally dead as well.  Good luck.
