Was I wronged by my local ER, if upon arriving I had tightness in my chest and the sensation of being unable to breathe but was kept waiting for 3 1/2 hours for treatment?
I may possibly have been given a room sooner had I not been improperly registered 3 times making it look like I hadn’t been there that long.

You do not say what damages you have as a result. Obviously you did not die. Even if what the hospital did was negligent, you have to have resulting damages to bring a claim for medical malpractice and they have to be sufficient enough to motivate an attorney to go to the expense of bringing the case. If you have significant monetary damages as a result of this lengthy hospital wait, then make an appointment for a consultation with a medical malpractice attorney in your area. If you do not, it does not matter legally speaking whether the ER "wronged" you.
