If I was driving on the highway in a snowstorm and hit and killed white horse plus totalled my car but only have lilability insurance, is owner of the horse responsible for any lilability for my accident?

I had to go to the hospital.

It is my understanding that Wyoming is a comparative negligence state and has a modified "comparative fault" rule. This rule states that you may not recover if you were 51% or more at fault. If you were 50% or less at fault, you may recover something, but what you recover will be reduced according to what degree you are deemed at fault.  The emergency situation - being a snow storm - could also have an effect on the issue of negligence.  I would speak with an attorney on the matter.  Good luck.
