Would it be legal to have a website that ranks companies based on the price of a
product?

For example, a user searches for the cheapest iPhone X available. The website
returns a list of company sites that sell the iPhone X and ranks them based on
how low their price is.

It is perfectly legal: publically available or non-confidential information (like price) may be collated and posted by anyone. Do not use any trademarks or logos: that is intellectual property (e.g. trademarks; copyrighted) and cannot be used without the company's consent. You can name the companies and phones, etc.--just put the names in regular print without using any special fonts or types or logos they associate with the names.
