What happens if a driver feels a medical issue coming on so they pull over to the side of the road and get out of the car but it rolls down a hill?

They, being disoriented go down the hill after it and suffer very serious injuries falling down. They are issued a traffic ticket for failure to keep right on top of having injuries and a totaled car. Is this a law or at the officer’s discretion?

Both.  It's the law and the officer has discretion in applying it.  But generally speaking, cops like to give tickets at the scene of car accidents.  And if you were the only person in the car accident, guess who's getting that ticket?  That's right, you.  They didn't single you out, they do this to everyone.  Aside from scheduling a protest, I suggest pleading not guilty, and possibly hiring a lawyer to fight it.
