My work hours were reduced. I found a note saying if person A didn’t get X hours they would quit. So I went from 32-40 hours a week full-time to 28 and person A went from part-time 16-24 hours to the 28. Is that legal?

Unless your hours are guranteed under the terms of an employment contract or union agreement, you have no claim here. The fact is that most work relationships are "at will" which means that a company can set the condtions of employmment much as it sees fit (absent some form of legally actionable discrimination).
