Yes, you may form a company. You may not work there or ean any money through it. You may receive a share of the profits as if buying shares in any major corporation or LLC. Thus, it is a fine line. However, if you also hold a work permit as an L2, then you can work there and earn money since the work permit allows you to work anywhere.
