A supervisor can express the opinion that the union is not needed; employers are as free to discuss or advocate against unions are unions are free to advocate for unions or against the employer. What they can't do is take concrete actions against union employees: cut hours or shifts, transfer to less desirable locations or shifts, suspend, etc. So long as this is just talk, they are free to talk and the employees are free to ignore it; if they trty to take action, contact the state or national labor relations board(s).
