No, it is not legal for your employer to withhold pay or make deductions from your paycheck, not unless you agree to let him.
On the other hand, if you did lose tools belonging to the employer:
1) You could be fired, unless you have an employment contract which limits the grounds for which you may be terminated; or
2) The employer could sue you for the value of the tools.
