what rights do landlords have as far as evicting a tenant if the landlord themselves have rented out their house but not file with the city a renter’s registry? and stopped paying their mortage but demands rent from its tenants?

I have no idea what you asked.  But if you are saying a renter's registry is required in your state and the landlord didn't register, you need to contact the following agency, though it may not negate your obligation to pay.
