If you are an outside total commission based
employee, can your boss mandate hours and
if so how many hours?

Yes, your employer can require that an outside, completely commission based employee must devote a certain amount of hours to working/selling, and can set essentially any number of hours they want. If you don't work as hard as they'd like, they can discontinue employing you; and if you don't want to put in as many hours as they'd like, you can seek alterate employment.
