No, while it is possibly well-intentioned, it is not legal: employees must be paid for all time they work. Certainly, your employer can give you the flexibility to take time off if you later make up the time, but then you will be paid for the time. Example: you take three days off for inclement weather during the winter, so you are not paid for the missed days. You then work three days in the summer to make up that time--you then (when you do the work) have to be paid for it.
