If the owner lost the house we live in to his ex-wife in their divorce and she wants us out in 3 weeks, is that proper timeframe?

And can she do that without a written notice?

Since you didn't mention a written lease, I will assume that there was none. In that case, you are what is known as a month-to-month tenant. In TN, a landlord can give the tenant notice to move in writing which allows them 30 days as required by law and specifying the date on which the tenancy will end.
Note: Legally a landlord can provide less notice if the tenant has not paid rent, if they have violated other terms of the rental agreement, or if they have violated basic responsibilities imposed by law (such as by dealing drugs, etc. on the property).
