It doesn't matter if the district is insured: none of the school, district, or city are liable. The law does not make either an employer or a property owner liable for the criminal actions of third parties; being an employer, or owning (or leasing) a parking lot, does not make you the insurer of your employees or people who park there. You and your wife need to look to your own insurance (if any) for compensation.
