Insurance ONLY provides that coverage that is in the policy; if your son's policy included no-fault or personal injury protection (PIP) he'll have that coverage, at least up to policy limits. If his policy did not have it, he will not have it--insurers are not obligagted to provide coverage other than which the insurered bought and paid for. Liability insurance covers the injuries or losses of other people injured by the insured; it does  not cover the insured himself.

If  he's in the hospital, the hospital social worker(s) should be able to provide some information and guidance about programs or assistance which may be available to your son. If he has health insurance, that should cover his medical costs. If there was another party involved in the accident (e.g. a driver in another car), he may be able to sue that person if that person is at fault.
