If my partner purchased a home for 100k that is today only worth 35k and we plan to be married soon, would I be responsible for the debt or is it just his debt since it was purchased prior to marriage?

You are only responsible for the debts that are incurred during the marriage or that you are legally obligated to pay by some contractual obligation.  So, if he obtained the house prior to marriage with a mortgage in his name alone, then you won't be liable for the debt on the house.  However, if during the course of the marriage, the both of you decide to refinance the mortgage using both of your names, then you will be legally accepting partial responsibility for the debt by signing the re-finance documents.
