First I wish more information as to the situation was given.  When you say "just became the owner" do you mean that she bought the property and that the former owners left stuff? Or were there tenants in the property that left stuff behind?  In California a landlord is required under the law to give notice to a prior tenant as to the stuff left behind and it is strongly suggested that the notice be in writing and mailed to the last known address.  I would speak with an attorney as to the matter before you do anything that could be considered conversion and incur liability.  Good luck.
