What to do if my husband was recently arrested and charged with a promotion to manufacture meth charge?

In the car was a box of pills and batteries nothing was open and the items were brand new. Can this charge stick and, if so, is there a chance it can be dropped to a misdemeanor?

Given the sparse facts as to the matter you have written about I suggest that your husband consult with a criminal defense attorney to assist him in defending the charge that you are writing about. The charge is serious, a felony and if convicted he could be sentenced to more than 4 years in state prison.
