If my friend lost his debit card so I loaned him $200 and he told me that he’d pay me back but hasn’t, can I sue him in civil court?

Can I sue for the $200, plus court costs? I have text messages that confirm the transaction.

You can sue your friend in Small Claims Court.  The text messages will provide evidence of the transaction and the existence of the loan.  Your damagesj (the amount of compensation you are seeking in your lawsuit) would be the $200 plus interest plus court costs.  Court costs would include the court filing fee and process server fee.  You can find process servers under Attorney Services in the Yellow Pages or online
