What are an administrator’s rights/duties to an estate?

My father didn’t have a Will. I signed a paper to allow my brother to be the administrator. Is my brother entitled to take money from sale of assets to pay off a vehicle owned by my dad to keep himself and a second mortgage on my dad’s home that he is also keeping?

An administrator is responsible for collecting and organizing the assets, paying off your dad's creditors, and distributing the remaining assets to inheritors as required by law.  In this case, asset division would be controlled by Minnesota's intestacy laws.
