Well you have a few different options.  I think that the first way to go about this is to bring a motion to hold him in contempt of the court order and to compel him to comply.  Here is the thing: you need to make sure that he does it and does not keep taking him on and off.  If there is any way that you think that he will not comply or give you proof of insurance maybe you need to modify the divorce agreement and have you get extra money to insure him?  Maybe reimburse you?  This way you know the child is covered and this way you have an order with a monetary amount on which you can move to enter a judgement for a sum certain.  Judgements are collectible from his estate.  Good luck to you.
