Do I need to pay for an employment verification letter?

I worked for 1 company for 19 months with H1B visa. On first day they asked me sign a bond to complete 2 years with them. When I came to USA they did not have any assignment for me so I was searching for job for 2 months. My employer did not pay me salary during this time and gave me only $100 USD/week as allowance. No insurance and no W2 during this time. I left employer after 19 months and they asked me $5,000 USD for employer verification letter. I have recorded the telephone conversation with HR about money they asking. I need this letter for green card process. What I can do?

Get an attorney or contact US Department of Labor. What they are doing is illegal
