If my employee used a guest credit card for personal use and now the guest is disputing the charges, what can I do to have my employee arrested?

I own a hotel and my ex-employee used a guest credit card to pay her and also her son and another friend rent using a guest credit card. What can I do to make sure she is arrested and have to pay restitution?

All you can do is what you have done: make a police report and ask the police to prosecute. If the police refuse to act, you could try contacting the municipal prosecutor's office directly--they can elect to prosecute even if the police did not move forward. But ultimately, in criminal cases, the authorities, not private citizens, decide  whether to bring charges or not; you can't force a prosecution if the authorities do not wish to proceed.
You can, of course, sue the employee for any losses you suffered (e.g. not being paid).
