What to do if my employer is asking me to back date federal forms after a Homeland Security visit?

I believe this is fraud and partial knowledge of other unethical and possibly illegal things. Can I leave for these reasons and get unemployment? Would I need to report this to make sure that I am not held culpable as well?

If there was a federal Homeland Security audit with your employer and your employer is asking you to back date federal forms with respect to employment, such is improper and illegal. You are legally entitled to report this to Homeland Security. If your employer retaliates against you, your are protected under the Whistleblowers Act.
