My daughter is a tenant at an apartment complex has has been stuck with a water bill for $400 when her water bill is only about $30 a month?
The city said she could pay payments on it. Apparently there is a leak or something because she’s a single mom with a toddler and an infant; she didn’t use this much water. So why is she stuck having to pay this bill?

I suggest that your daughter consult with your state's public utility commission about the excessive charge for water that she is being charged for due to a water leak. The reason why she is being charged for the increase water bill is because the bill is in her name.
