If my daughter had a minor accident in which she scratched another vehicle, do I have the right to ask for a receipt after the repairs have been made?

The damages were minor and I am paying out-of-pocket but I feel that the estimate I received was a bit high.

You have the right to also ask for three estimates and use the lowest one if you prefer.  You should be negotiating this with the other party unless you are attempting to do this so the insurance company won't find out. If that is the case, you may be in violation of your insurance agreement and further, may be at the mercy of the other party.
