If my dad is stubborn and will not cooperate in buying a life insurance policy, as his daughter, can I purchase a life insurance policy for him without his consent?

He is getting older and I fear for my mother and myself in having to pay his outstanding debts when he passes.

No, you cannot take a life insurance policy out on someone else without their consent or against their will. As you can imagine, the law disallows this to avoid encouraing people to (best case) profit off the misfortune of others or even (worst case) have an incentive to kill the person they insured. You can, of course, certainly offer to pay the premiums for your father, if he will take out the policy.
