If my car was hit and is not drivable and the at fault driver’s insurer provided me with a rental car should I have to pay the insurance on it?
I only have liability on my damaged car. Should I have to pay my own insurance on the rental car?

Yes, they are not obligated to provided insurance on your rental car, so if you want insurance on it, you will have to provide and pay for it yourself (assuming that you are not already covered for the rental under your own auto policy).
