If my boyfriend towed me out and pulled off my bumper, whose insurance pays?

And if his does, will my rates go up?

Since your boyfriend damaged your car, your property damage claim (cost of repairs) should be filed with his insurance carrier.
Your rates should not increase since you were not at fault in the accident; however, insurance companies raise rates without any valid reason.
