What to do if my boyfriend is considered high risk on his probation for an auto accident from 5 years ago and has been denied a trip to Puerto Rico?

Assuming it wouldn’t be an issue, we booked the trip. However, now his PO was unsure if he could go so she checked with her supervisor and he was denied travel. And the trip is non-refundable. Is there anything I can do?

Unfortunately, there's not much you could do: you can try to "appeal" to a higher level in the office (such as the supervisor's supervisor), either through the probation department's formal appeals process or informally (i.e. calling a supervisor), but that's not guaranteed to work. You technically could bring a legal action seeking a court order forcing the PO to let him go, but that is 1) likely to be expensive--to have a chance of success, you'd need a lawyer's assistance--and 2) very unlikely to work--this sort of decision is very rarely overturned.
