Absolutely yes. In NY, come in for questioning means one of two things. 1) they believe they already have probable cause to arrest him and want a free shot at questioning him without an attorney before arresting him. 2) they don't have enough evidence to arrest him and are seeking to gain evidence by admissions or confessions. In either case, speaking with the police without an attorney is not in his interest. Hire an attorney or contact your local public defenders office. He has a fifth amendment right not to answer the cops questions. He should exercise that right.
